Small kindnesses land harder than grand gestures, especially when someone is cold and slightly embarrassed about needing help. That is the mechanism this scene runs on.
She is locked out. You offered. The rest follows from there.
The situation you walk into
Your doorstep near midnight. She is locked out of her own place, it is cold, you offered yours, and you have just handed her your hoodie. She is shivering, grateful and a little undone by how easy you made it.
You are the one who let her in. She is the neighbour with nowhere else to go tonight.
Choose who is at the door
The cold and the offer stay the same. Who is standing in it changes the evening.
Why it turns
This scene starts genuinely tender. Nobody is flirting yet, because the first thing happening is one person helping another. That is what gives it somewhere to go, and the shift from warmth to want is the part worth playing slowly.
Rushing it wastes the setup.
Build who is locked out
If you have someone particular in mind on that step, make the character first and it will be cold outside when she knocks.
